Dubious Working Rules applies four effects simultaneously. Dubious Working Rules has a 1-day lock period, meaning it cannot be toggled more than once per day. The policy has no activation cost, making it immediately accessible to any town. It is not part of any exclusive group, so it can be active alongside any other choice.

Dubious Working Rules is not a default choice and must be actively selected by the player. Once enabled, it remains in effect until manually disabled (after the lock period expires).

Strategy

Dubious Working Rules is a strong choice for towns focused on rapid growth or resource-intensive production chains. The 20% boost to The Wood resource icon on Project Rebearth Wood, The Stone resource icon on Project Rebearth Stone, and The Earth resource icon on Project Rebearth Earth production and 10% boost to The Food resource icon on Project Rebearth Food production can make a meaningful difference in towns that are still expanding or struggling to meet demand.

The trade-off is a 20% increase in accident frequency and a 20% reduction in Happiness. The happiness penalty can compound with other negative modifiers (such as Low Rations or Taxation), potentially pushing happiness low enough to trigger a Strike. Players should monitor their happiness level carefully while this policy is active.

Compared to Worker Safety, which reduces accidents and boosts happiness at the cost of lower production, Dubious Working Rules takes the opposite approach. Players must weigh whether the production gains justify the increased risk and lower morale for their current situation.
